AU Permanent Representatives Committee

Arusha, 1st September 2015 – The Africa Union Department of Political Affairs (DPA) as the Secretariat of the African Governance Architecture Platform is convening a consultation with the African Union Permanent Representative Committee (PRC) on the operationalisation of the African Governance Architecture and the State Reporting processes under the African Charter on Democracy, Elections and Governance (ACDEG).

The PRC consultation will be held from 2 – 4 September, 2015 in Arusha, Tanzania. ‘’The consultation is convened to review the status of the operationalisation of AGA and its Platform since its establishment in 2010,’’ stated the Commissioner for Political Affairs H.E Dr. Aisha Laraba Abdullahi.

She added that discussions would assess the progress, challenges and opportunities, as well as share best practices and comparable lessons on how AGA and its Platform can be effectively and efficiently operationalized. The consultation will facilitate an understanding of the workings of AGA and its Platform, with an ultimate aim of enhancing ownership of the Architecture by Member States. The Democracy Charter bestows specific obligations on State Parties including: upholding constitutional order and rule of law; respect and promotion of human and peoples’ rights; effective participation of African citizens in democratic, governance; conduct of credible and legitimate elections; transparency, accountability and addressing impunity. The Charter requires State Parties to submit every two years a report to the African Union Commission on the legislative and relevant measures taken to give effect to the principles and commitments of the ACDEG.

The AGA Platform is designed as the coordinating mechanism for evaluation of State Parties compliance to the Charter. It is comprised of key organs of the Union including the Pan-African Parliament, the Peace and Security Council, the African Human Rights Commission, the African Court of Justice and Human Rights, the Economic, Social and Cultural Council, the Regional Economic Communities and appropriate national- level structures.

The consultation will provide an opportunity to share lessons and comparable practices among Member States and the AGA Platform on implementing the Democracy Charter.
